Enabling the Manage My Library feature in the Options menu

The following parameter and value are used to specify whether the Manage My Library feature in the Options menu is enabled and visible.

This is a feature-level setting. Feature-level settings override UI settings and also imply UI settings when they are associated with UI elements.
